The West Kowloon Cultural District Authority Bill The West Kowloon Cultural District Authority Bill eventually saw its passage through Legco on the 3rd of July, which marked the beginning of the next stage of the colossal West Kowloon Cultural District project. As the Chairman of its Bills Committee, I would like to extend in particular my heartfelt gratitude to the members of the community who came forward to present their views to us, so that our deliberation of the Bill was better advised by the ultimate users of the District.
